Fixed an issue when Permission Sets defined as data was migrated to the new Permission Set objects. For more information regarding the deprecated Permission Sets, see Microsoft Learn. The scenario that caused the upgrade error was when the old Permission Set first was assigned directly on a user and then assigned to the same user via a User Group with the same Permission Set. The issue is surfaced as a failed upgrade to Business Central v20 with the following error:
